D.C. Criminal Code § 401

(1)Any person who sets fire or turns property into an explosive device without the owner's consent shall be guilty of arson. (2)Any person who sets fire, or explodes another person's property without consent with intent to cause injury or fatality to another player shall be guilty of arson. (3)This shall be a Class C offense. (4)Setting fire to a vehicle by shooting it shall not be subject to this article, so long as such use of force was justified, as prescribed by this Code and further legislation.
