D.C. Criminal Code § 804

(a) All persons operating a vehicle must not park in such a way that obstructs the flow of traffic, or obstructs the movement of other parked vehicles, unless the clear consent of the owner of the obstructed vehicle is given. (b)All persons operating a vehicle must not park; on footpaths, in intersections, in designated taxi/bus lanes, on a median strip, on or across a driveway, incorrectly with painted parking lines or double park their vehicle. (c) A person who commits this offense shall be guilty of Incorrect Parking. (d)This shall be a Class G offense.
